Modernised Import and Export Procedures for Narcotics and Medicinal Cannabis
Recommendation

6/7 October 2026
Dealing with different compendial methods
The revised version of the Narcotics Foreign Trade Regulation ("BtM-Außenhandelsverordnung") was published in the German Federal Gazette ("Bundesanzeiger") on 8 May 2026. The aim of the new regulation is to standardise and modernise the procedures for the import and export of narcotics and medicinal cannabis.
A key component is the increased digitalisation of administrative processes. As an alternative to paper applications, applications can now be submitted electronically via the "National Drug Control System (NDS) web portal".
Key features of the revised version
- Standardisation of official forms
- Electronic application and approval via NDS web
- Restructured import and export procedures
- Clearer regulations for narcotic drugs and medicinal cannabis, e.g. regarding the data to be used
The revised version came into force retroactively on 6 March 2026. Further information can be found in the notice regarding the revised version of the Foreign Trade for Narcotic Drugs Regulation dated 6 March 2026, which was published in the Federal Gazette.
