Modernised Import and Export Procedures for Narcotics and Medicinal Cannabis

The revised version of the Narcotics Foreign Trade Regulation ("BtM-Außenhandelsverordnung") was published in the German Federal Gazette ("Bundesanzeiger") on 8 May 2026. The aim of the new regulation is to standardise and modernise the procedures for the import and export of narcotics and medicinal cannabis.

A key component is the increased digitalisation of administrative processes. As an alternative to paper applications, applications can now be submitted electronically via the "National Drug Control System (NDS) web portal".

  • Electronic application and approval via NDS web
  • Restructured import and export procedures
  • Clearer regulations for narcotic drugs and medicinal cannabis, e.g. regarding the data to be used

The revised version came into force retroactively on 6 March 2026. Further information can be found in the notice regarding the revised version of the Foreign Trade for Narcotic Drugs Regulation dated 6 March 2026, which was published in the Federal Gazette.
