GDP-compliant Transport Processes: from Risk Assessment to Practical Implementation
As previously reported, the competent authority in Hong Kong – the Pharmacy and Poisons Board of Hong Kong – launched a public consultation on the introduction of Good Distribution Practice (GDP) requirements for pharmaceutical products. The consultation has now been completed. It closed on 31 May 2026.
On the website of the Drug Office (Department of Health), the consultation documents previously published have been supplemented with an additional slide deck (“Slides on Consultation Briefing Session”), available for download as a PDF file.
The slide deck from July 2026 provides an overview of the background and the planned implementation and is structured into the following topic blocks:

- GDP Task Force
- GDP Documents
- Code of Practice for Holder of Wholesale Dealer Licence
- Implementation Timeline
In terms of content, the authority clarifies that Hong Kong intends to align its GDP requirements with PIC/S standards. For context, it also refers to the role of GDP as part of quality assurance, with the aim of maintaining the quality of medicines throughout the entire supply chain.
The slides also describe the establishment of a GDP Task Force, endorsed in May 2025, and its mandate to support the introduction of PIC/S GDP in Hong Kong, in particular by developing a GDP guideline, additional industry guidance, and input for updating the existing Code of Practice for wholesalers.
