BMR Issue

In general practice, the issuance of BMR and retrival procedure is doing by QA. But where such procedural guideline written these matters. Why production people are not authorised to keep BMR after product manufacturing. Shall I get concrete guidelines for the functioning of QA in the production activities to ensure quality.
