I guess you should find some values in practical engineering guides like the ISPE Baseline Guide on Pharmaceutical Water for example.

Anyway, you have to take care in avoiding any confusion for the "curent" velocity and the "minimum" velocity.

Current is when no POU (point of use) is open and therefore the return velocity is the same as the intial (pump) velocity.

Minium is when the maximum use of water if carried out throughout the loop ... At that time my conviction is that the minimum return velocity should be 1m/s, a very simple value to be kept in mind.
