I would do a CFMEA (Component Failure Mode Effect Analysis) for each component and rate the Risk associated with failure modes. This could then be used to determine on the basis of Risk, how many components you would need to check at incoming. The CFMEA would include complaint data to date for determining the Occurrence part of the CFMEA (if possible).
If your CFMEA continues to be a “live” document and the situation changes e.g. An unexpected number of Complaints starts to arrive then you update your CFMEA and your incoming components specification and re-rate that feature.
There are examples of CFMEA’s on the internet.
Look at ones that contain Severity, Occurrence, Detection ratings this will allow you to determine overall risk.
