Here in Canada, I've only seen passivation (and once upon a time when I was in Manufacturing myself) woudl perform passivation when we received new equipment, OR, something was done on the equipment which would make the equipment needing passivation again.
Otherwise, periodic system cleaning and sanitization should be adequate. But anything you introduce anything new or change something on the unit, repassivate.
