Making this decision in the absence of any process related data is difficult. Approaches to making this decision could come from scale-down modelling exercises or from review of engineering/shake-down run data. At the base level your decision will need to be defendable and based on some form of risk assessment. Perhaps there will need to flexibility/review designed into your homogeneity studies such that appropriate responses are made to data as it becomes available.
