Within a mono-production PQ is equal to PV and when you use multi purpose equipment you should use the PQ for example to check if the equipment is connected together as needed and afterwards you can do the PV for each product. Also you can use the PQ to check if a change is without influence on the related critical process parameter.
In my opinion the ISPE-Baseline guide is not really applicable for multi purpose equipment (API equipment where different trains could be connected) it is to much focussing on mono-production or equipment which is not changed for different products.
